Bids are due by 4:00 PM local time on Friday, August 7, 2026, at Eaton Town Hall. A mandatory virtual pre-bid conference is scheduled for Monday, July 20, 2026, at 9:30 AM. Questions must be submitted in writing to ***@***. *. * no later than 5:00 PM on Monday, July 27, 2026. The project involves replacing a drainage culvert and associated roadwork. A 100% contract performance bond and a 100% contract payment bond are required. Substantial completion is expected within 21 calendar days after the notice to proceed, with final completion within 7 days thereafter. The town reserves the right to reject any or all bids.
The work will be substantially completed within 21 consecutive calendar days after the notice to proceed and complete and ready for final payment within 7 consecutive calendar days past substantial completion. Substantial completion will be done March 01, 2027.
The town shall make periodic progress payments to contractor within 30 days following the project managers approval of the work completed. Progress payments shall be in an amount equal to 95% of the work completed. Final payment will be made upon final acceptance of the work.
Contractor shall warrant and guarantee all material furnished and work performed by contractor for a period of two years from the date of final acceptance of the work by the project manager.
The contract will be awarded to the lowest responsible and responsive bidder complying with the terms and conditions, guidelines, and specifications presented in the bid request. Also considered are: quality of product, past experience with the bidder or any subcontractors, consultants, products or suppliers, qualifications of the bidder and/or subcontractors or suppliers, services offered, warranties, maintenance considerations, long-range costs, delivery and similar conditions.
A statement showing the qualifications of bidder shall be a prerequisite to the bidder being awarded the contract. The qualification statement is intended to assure the town that a high degree of overall workmanship can be expected, and that the work will be completed within the time limits contained in the contract documents. All items on the statement must be answered in full and submitted with the bid.
For each day final completion is delayed after the final completion date stated in the construction contract, as modified through approved change orders, contractor shall be assessed liquidated damages ranging from $1,400 to $12,500 per day depending on the contract price.
A mandatory virtual prebid conference will be held at 9:30 am local time on Monday, July 20, 2026. Firms not recording their presence at the prebid conference will not be allowed to submit bids.
Contractor shall furnish, upon the request of the project manager, samples, and shop drawings to the project manager, who shall review them for conformance with the contract documents. All work shall comply with approved samples and drawings.
No bids shall be withdrawn after opening of the bids without the consent of the town of Eaton, for a period of sixty 60 days after the scheduled time of opening bids.
Any incomplete, false, or misleading information provided by any bidder shall be grounds for rejection of the bid.
