Proposals will be evaluated based on qualifications and experience of the firm and personnel, service approach and coverage plan, references and past performance, cost proposal, and completeness and quality of the proposal, with the award going to the proposal determined to provide the best value.

Proposers must have at least three years of documented experience providing athletic training services to Texas public school districts or comparable organizations, possess qualified and licensed athletic trainers, and demonstrate knowledge of UIL rules and athletic healthcare standards.

Any proposer wishing to protest the recommendation for award must submit a written protest within five business days following the district's issuance of the notice of intent to award.
