Bids must be received no later than 3:00 p. m. , local time prevailing August 27, 2026.

The owner shall make partial payment on a monthly basis based on a certified estimate of work performed, retaining 5% until all work is completed and accepted. Final payment will be made within 90 days after submission of satisfactory evidence that all costs have been paid and work accepted.

The performance bond and labor and material payment bond will be required in the amount of 100 percent of the bid. The bond shall remain in effect for one year after contract completion, including expiration of all warranties and guarantees.

The award of the contract will be to the responsible bidder submitting the lowest responsive base bid.

Each bidder must be prepared to submit written evidence of qualifications, including financial data, previous experience, resources, personnel, and evidence of authority to conduct business, within five calendar days of the owner's request.

Contractor shall pay **** for each day that expires after the time specified for completion, as liquidated damages.

An optional onsite pre-bid conference will be held at 10:00 a. m. on August 4, 2026, at 557 Leesville Rd, Lynchburg, VA ****.

Protests to award a contract must be in writing and received by the City Manager no later than five business days after announcement of the award or decision to award.

Failure to acknowledge addenda may deem the bid nonresponsive. Failure to sufficiently satisfy the city of the bidder's ability to meet requirements may serve as grounds for rejection of the bid.

The contractor shall complete the repairs within 30 calendar days after receiving award, notice to proceed. The performance period is mandatory and negotiable. The contractor shall complete the entire work ready for use not later than 30 days after notice to proceed.

Requests for payment may be made no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place, including a prorated portion of overhead and profit. The 14-day period for payment is changed to 30 days.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The U. S. government intends to award a contract purchase order to the responsible company submitting an acceptable offer at the lowest price.

Offerors shall be registered in the SAM system for award management database at www. ***. *. * prior to submittal of their offer proposal. Failure to be registered at time of proposal submission may deem the offerors proposal to be considered non responsible.

If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the government in the amount of USD **** for each calendar day of delay.

The embassy intends to conduct a site visit. The site visit will be held on July 30, 2026, at 11:00 a. m. , at the U. S. Embassy in Baku, located on Azadlig Avenue 111. Failure to be registered in the SAM system at the time of proposal submission may deem the offerors proposal to be considered non responsible and no further consideration will be given. Incomplete quotations will not be accepted.

The period of performance is 270 calendar days after notice to proceed.

Payment information must exactly match contract registration and SAM. gov information. Mismatched information will result in rejected invoices.

Proposals will be evaluated using a tradeoff process, considering Past Performance, Price, Experience Modification Rate (EMR), OSHA or EPA violations, and adherence to clause **** performance is significantly more important than cost or price.

Offerors must be verified by the SBA in the SBA certification database as SDVOSB at the time of offer submission and contract award. They must also be registered in SAM. gov. Offerors must have an EMR of 1. 0 or less and no more than three serious, one repeat, or one willful OSHA or EPA violations in the past 3 years.

A site visit is mandatory and scheduled for July 29, 2026, at 1:00 PM CT in the CCR trailer F5.
