Scope 2: Replacement and upgrade of glazing systems at Building 1, OPC, and OPC2. Scope 3: Targeted repairs to the lower roof areas of the OPC and the west wing of Building 1. Scope 4: New code- compliant stair access from the OPC to the chapel roof of Building 1. Scope 5: Phased repair and replacement of the north, east, and south entrance vestibules at Building 1. Scope 6 ( Add Alternate 1): OPC ballast roof replacement. Scope 7 ( Add Alternate 2): Building 1 west wing roof replacement. Scope 8 ( Add Alternate 3): Bridge roof and chapel roof replacement.

The award will be made on a best-value tradeoff basis, considering project schedule, project team and experience, past performance, and cost/price. The basis for award is the best value tradeoff where all nonprice evaluation factors, when factors 1, 2, and 3 are combined are approximately equal to factor 4 costprice.
