The contract has a maximum liability amount of $100,****.

The grantee shall be reimbursed for actual, reasonable, and necessary costs based upon the grant budget, not to exceed the maximum liability of $1,750,**** shall be submitted at least quarterly but no more often than monthly, with all necessary supporting documentation, to idea. invoices@tn. gov.

The overall score of the application, based on the review criteria and rubric, will serve as the basis for selection.

Applicants must submit a detailed proposal addressing all components of the scope of services and deliverables outlined in the grant contract. The scoring rubric in Attachment A details the criteria for evaluation, including project management and implementation capacity, experience and qualifications, and accountability and data quality.

If the grantee fails to properly perform its obligations or violates any terms of the grant contract, the state has the right to immediately terminate the contract and withhold payments. The grantee shall not be relieved of liability for damages sustained by virtue of any breach.

Written questions regarding the Request for Applications are due by April 17, 2026, at 5:00 PM CT. The state's response to written questions and comments will be provided by April 22, 2026.

Applicants must be certified Work-Based Learning (WBL) coordinators, Career and Technical Education (CTE) directors, principals, and/or school counselors with experience in supervising or facilitating WBL student placements. They must commit to a one-year term and have supervisory experience overseeing WBL placements.

The contract includes provisions for termination for cause if the contractor fails to properly perform its obligations or materially violates any terms. The state may withhold payments in excess of compensation for completed services or provided goods. The contractor shall not be relieved of liability for damages sustained by virtue of any breach.

The contractor shall collect and submit samples of promising WBL portfolio practices from WBL certification and recertification networking event participants to the state.

The maximum liability of the state under this contract is six thousand dollars and zero cents ($6,****).
