Work on site is to be complete by November 1, 2026, and project close out completion by November 2026.

The contract will be awarded to the responsible bidder with the lowest responsive bid.

Contractors must possess an appropriate license (Class A or Class B with C39 roofing specialist) and be registered with the California Department of Industrial Relations. Bidders must demonstrate trustworthiness, quality, fitness, capacity, and experience.

If a successful bidder fails to satisfy all conditions for accepting the award within the stated time limits, the district may declare the bidder's bid guarantee in default, and the amount of the bid guarantee shall be kept by the district as liquidated damages.

There are two mandatory pre-bid meetings and site visits scheduled for June 25, 2026, at 10:00 am and June 30, 2026, at 1:00 pm. All bidders must attend at least one site visit.

A bidder who intends to protest the apparent low bid must submit the protest to the district project manager within five (5) working days after the district's issuance of the memorandum of the bid opening.

Bid proposals containing blanks may be disqualified. Bids may be rejected from any contractor for whom there is documented evidence of project schedule delays and cost overruns and/or documented inability to meet project performance requirements.

The total project cost has been estimated to be approximately $800,000.

The contract will be actual cost plus a percentage fee not to exceed the guaranteed maximum price. The project will be open book, and all savings, including unused allowances and contingencies, will be returned to the owner.

The CMGC shall provide a two-year warranty on the entire project and shall require that each of the trade contractors provide a two-year warranty for work performed by trade contractors.

The selection of a CMGC firm will be by a selection committee based on weighted criteria including quality and completeness of submittal, firm history, firm experience, project team, local participation, experience with owner/architect, construction management plan, legal claims history, financial information, fee proposal, safety and coordination plan, and distinguishing factors.

Firms must meet prerequisite criteria including a safety experience modification rate average of less than 1. 20 over the last three years, bonding capacity, a current builders risk insurance policy, a minimum of 10 years in business, and a fully staffed, permanent office within 250 miles of the project site.

Attendance at the pre-proposal meeting on June 30, 2026, is mandatory. Parties not attending will not be eligible to submit proposals.

No extension of the proposal period will be made.

Failure to attend the mandatory pre-proposal meeting will result in ineligibility to submit proposals. Modifications to the proposal form, exclusions, qualifications, or assumptions may subject a proposal to rejection.

The contractor shall complete performance within 90 calendar days after receiving award, notice to proceed. he contractor shall begin performance within 10 calendar days and complete it within 90 calendar days after receiving award, x notice to proceed.
