Delivery of all hardware should be completed within 90 days from the date of award. Implementation of all hardware should be completed within 60 days after hardware delivery.

Payment will not be processed until all equipment has been received by surgery service and a properly completed service report is received.

Vendor must provide at least a one-year warranty. The offeror shall provide a 12-month warranty to extend to all option years on all repairs against parts and workmanship.

The government will select the offeror that represents the best benefit to the government at a price that can be determined fair and reasonable based on price and other factors. The government will review the lowest price quote first to determine if the quote is acceptable and conforms to the solicitation requirements.

Offerors must be registered in SAM and/or SBA DSBS at the time of offer submission. The technical volume must demonstrate the offeror's capacity to satisfactorily perform the tasks outlined in the SOW.

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

Firms must submit a statement of qualifications for an ecologically engineered design of habitat modules.

The project estimated budget is $230,****.

Bids must be physically received by the designated office prior to the time and date specified in the notice to bidders. The timedate stamp machine located in the purchasing office shall serve as the official master timepiece. Bids received after the exact time and date specified will not be considered and will be returned to the bidder unopened. The bidder assumes all responsibility for timely delivery, regardless of the method of shipment chosen including courier services, usps, or handdelivery. The submission deadline is July 22, 2026, at 3:00 PM.

The contract will be awarded to the lowest responsible and responsive bidder matching the specifications for standard goods and public works, or via a best value evaluation framework if explicitly designated for professional services.

Bidders must be qualified contractors. The Statement of Bidders Qualifications and Vendor Responsibility Form Questionnaire must be completed to verify their status as a responsible vendor.

Any unauthorized communication violating the cone of silence will result in immediate disqualification of the bidder's proposal as nonresponsible and may lead to temporary or permanent debarment from future municipal bids.

A site walkthrough will be conducted on July 8, 2026, at 10:00 AM. Attendance is not mandatory but highly encouraged.

Failure to submit all required executed forms at the exact time of bid opening is a fatal defect and will result in disqualification. Violating the cone of silence will also lead to disqualification.
