The City of Covina is seeking proposals for a Utility Billing Software System. The system should include software and support for utility billing information management. Proposals must detail all costs associated with training, implementation, hardware, interfaces, data conversion, billing, payment processing, maintenance, and support. The RFP is available on the city's website. Questions regarding the RFP must be submitted via email by April 16, 2026. Proposals are due by May 14, 2026, and should include three paper copies and one electronic copy on a flash drive. The selection process will be based on a qualification-based selection process, considering overall capability, vendor support, total costs, performance record, financial stability, and ease of use. The selected firm must obtain a City of Covina business license and meet minimum insurance requirements.
The City of Covina will receive proposals at City Hall, Office of the City Clerk, 125 East College Street, Covina CA **** up to 5:30 p. m. on Thursday, May 14th, 2026. Vendor responses are requested by 5:30 p. m. PT on Thursday, May 14, 2026. Submissions received after this deadline will be rejected.
The city reserves the right to select the vendor who best meets the overall needs, which is based primarily on the following criteria not listed in any order of importance: the overall capability to provide the required software features and capabilities; the amount of vendor support that will be available for implementation, conversion, training, ongoing modifications, and software support; the total costs of the system implementation and ongoing support; the vendors performance record to date in meeting the requirements of its existing customers, as well as the availability of users similar to the city to allow reference investigation; the financial stability, longevity, and strength of the vendor; ease and intuitive use of software.
Proposals will be evaluated and a provider will be selected based on a qualification-based selection process. The city is looking for the best overall solution to meet its current and future needs. The selected firm must possess a City of Covina business license while conducting any work under the awarded contract.
