Offers must be received no later than 11:00 a. m. EST on Wednesday, 27 May 2026.

If UID applies, payment will be via Wide Area Workflow (WAWF). If UID does not apply and there are no surcharges, the government's preferred payment method is via credit card.

The government intends to award a single FFP purchase order to the eligible and responsible offeror on a lowest price, technically acceptable basis.

In order to be determined technically acceptable the offeror shall: quote the specified in their required quantities. The offeror quote shall be good for at least a minimum of 30 days. Product must meet minimum requirements of drawings and military specifications. Offeror must be JCP certified and or provide **** for access to drawings. Additionally NIST and CMMC. Vendor must meet all criteria via DWG **** including all requirements called out within the document. Vendor must provide all data as proof of the units passing all inspections. Vendor must provide proof that they have performed similar work in the past.

Offers received after the specified date and time may not be considered for award.

The government's desired delivery date is October 5, 2026, or sooner.

The government's method of payment will be electronic payment via Wide Area Workflow (WAWF).

The government intends to award a single FFP purchase order to the eligible, responsible offeror whose quote is the lowest price technically acceptable.

To be determined technically acceptable, the offeror shall submit the name of its source for the HR 1 powder with its quote for government evaluation and provide a written explanation on how the work was or is relevant to the work being quoted in this solicitation, including details about how it is similar in scope, magnitude, and complexity to the requirements of this solicitation. The government will also consider past performance information in the Supplier Performance Risk System (SPRS).

Negative information within SPRS may render a quote being deemed technically unacceptable.

The government's required delivery date is 31 December 2026.

The government's preferred method of payment is via credit card, if no surcharge is applicable. Otherwise, electronic payment through Wide Area Workflow (WAWF) may be used. Offerors should confirm if government purchase card is acceptable and include any applicable surcharge in the quotation.

The offeror must be located in the United States. The offeror shall submit documentation with their quote supporting ISO 9001:2015 certification or higher. Past performance references are also required.
