Morris County is seeking a qualified provider to implement a contingency management program for individuals with substance use disorder. The provider must be an established Morris County Human Services provider with an active substance use disorder treatment license in New Jersey. The program aims to incentivize individuals to achieve specific treatment goals such as attendance and abstinence through voucher or prize-based incentives. The contract period is from October 1, 2025, to September 29, 2026. Proposals will be evaluated based on prior experience, professional qualifications, cost, understanding of the project scope, and consumer program accessibility. Key requirements include compliance with New Jersey anti-discrimination laws, affirmative action, business registration, and insurance. The provider must be capable of initiating the program within 30 days of award.

Payment will be made after a properly executed County of Morris voucher has been received and formally approved by the Board of County Commissioners. Vouchers submitted after the first of the month may not be paid until the subsequent payment cycle.
The county will place considerable weight on the qualifications of the agency and project team members, expertise and a successful track record, professional qualifications, cost proposal, demonstrated understanding of the project, innovative suggestions, and strategies identified to implement the project.
The provider must be an established Morris County Human Services provider located within Morris County and have an active substance use disorder treatment license with the New Jersey Department of Health. They must also have staff with experience working with individuals with substance use disorders.
The contract may be canceled or terminated by the contracting public agency, and all money due or to become due may be forfeited, for any violation of the anti-discrimination section of the contract occurring after notice to the contractor of any prior violation.
Written requests for interpretation must be received at least ten (10) days prior to the date fixed for the opening of the proposals.
Failure to submit required items such as the RFP proposal form, signature pages, statement of ownership disclosure, and acknowledgement of receipt of addenda is a mandatory cause for rejection of the proposal.
