This is a non-personal services contract for analytical and technical support to the Army Futures Command (AFC) Fires Capabilities Development and Integration Directorate (FCDID). The contract requires the contractor to provide services including developing plans, concepts, white papers, future capability workbooks, force design workbooks, concept of operations documents, and presentations. The contractor must develop and submit a Quality Control Plan (QCP) within 10 days of contract award. The government will review and provide feedback within 20 days. The contractor must comply with security requirements, including a Secret clearance, and installation access procedures. There are various training requirements, including Antiterrorism, OPSEC, Information Assurance, Requirements Management, and Data Literacy training, with deadlines for completion. The contractor must report all contractor and subcontractor labor hours via a secure data collection site (SAM). The contract period of performance is not specified, but the reporting period is the government fiscal year (October 1 to September 30), with a deadline of October 31 for reporting. The government will provide up to three workspaces for contractor personnel, including office supplies, telephone service, computer system access, printer access, and storage space. The government will provide a computer, monitors, and incidental computer accessories for contractor personnel. The government will provide standard operating procedures (SOPs), local instructions, policies, and examples for the development of concept documents and force design products. The government will provide training: AT level 1, OPSEC, Information Assurance, security-related training, Requirements Management training, including the Capability Development course, and Data Literacy training.
