All work, including final acceptance testing and return delivery of the vessel, shall be completed within 90 calendar days of contract award.

The contractor shall provide and formally transfer to the government all original equipment manufacturer (OEM) warranties for all new components installed. The contractor shall also provide a minimum of a twelve (12) month comprehensive warranty on all workmanship, commencing upon the date of final government acceptance.

Vendor questions must be submitted in writing via email no later than August 5, 2026, 1:00 pm EDT.

The government reserves the right to reject the vessel if any system fails to perform as required or if any defects in workmanship are discovered during the sea trial or final delivery inspection.

A site visit will be conducted on July 29, 2026, at 9:00 AM EST. Offerors shall meet the government representative at JB CHS Weapon Station Visitors Center, **** Remount Rd, North Charleston, SC **** to meet the government representative s before or at 10:00 am est, 29 july 2026, may result in nonadmission to the site visit.

Questions provided by potential offerors in response to the site visit must be submitted electronically by July 30, 2026, 12:00 PM EST.

Offerors who fail to provide documentation before July 27, 2026, 12:00 PM EST, will not be given base access for this site visit. Offerors who do not provide the required documents above or fail to provide the required documents in their entirety will not be provided with base access and will not be able to attend the site visit.

Delivery is required within 30 calendar days from the date of award. The delivery location is Joint Base Charleston, SC ****.

Payment will be made by electronic funds transfer through the Wide Area Workflow (WAWF) system. The contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contractor task or delivery order.

The contract will be awarded to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical evaluation and price.

The contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material or design furnished, or workmanship performed by the contractor or any subcontractor or supplier at any tier. This warranty shall continue for a period of one (1) year from the date of final acceptance of the work, unless otherwise specified in the individual TO. If the government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of one year from the date of beneficial occupancy. The contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material or design furnished, or workmanship performed by the contractor or any subcontractor or supplier at any tier.

Proposals received in response to a TOPR will be evaluated based on compliance with the TOPR requirements and the proposed price. Price evaluations will determine reasonableness of an offeror's price and balance of an offeror's CLIN structure. All equipment, products, material, and articles requiring approval, as indicated on the Joint Base Charleston Form **** Submittal Register, shall be submitted by the contractor using the Joint Base Charleston Form **** Transmittal Form.
