The award will be made to the offeror that submits the lowest evaluated bid or offer, meets all material requirements, and meets all responsibility criteria.

Contractors must meet responsibility criteria at FAR ****, which may include a pre-award survey and submission of background information.

Failure to comply with the contractual delivery schedule may result in termination of the order or consideration if the government elects to extend delivery.

The period of performance is 90 calendar days from receipt of notice to proceed. The delivery schedule is from the date of lead time event to completion of performance, 90 calendar days from date of award receipt.

The contractor shall provide a 1 year warranty from the date of government acceptance on any newly installed parts and workmanship.

The government will award a contract to the offeror that submits the lowest evaluated offer if award is based on price only, or the offer that provides the best value to the government if factors in addition to price are identified elsewhere in this solicitation.

The government may arrange a visit to the offeror's plant and perform a pre-award survey or ask the offeror to provide financial, technical, production, or managerial background information to ensure responsibility criteria are met.

Failure to comply with the contractual delivery schedule may result in termination of the order or require consideration if the government elects to extend delivery.

A mandatory site visit is scheduled for June 23, 2026, at 11:00 AM. This is the only site visit, alternate dates and/or times will not be granted.

If the offeror does not provide requested data within 7 days or refuses an onsite visit, the government may determine the offeror to be non-responsible.

The estimated total value is $25,000,****.

The entire work must be completed and ready for use no later than 60 calendar days after notice to proceed was given.

The contractor shall provide a one (1) year warranty on all parts, labor and installed items pertaining to the transformer's gasket sealing.

Splicing and terminations of cable equal to or greater than 600 volts shall only be performed by a qualified medium voltage technician possessing a national cable splicing certification board (NCSCB) medium voltage personnel certification. Workers who install, splice, terminate or test the cables shall have not fewer than five years of experience working with cables equivalent to those being supplied.

Failure to comply with the contractual delivery schedule may result in termination of the order. Failure to comply, or disclose a foreign national visitor, may subject the contractor to penalties set forth in 18 U. S. C. A. Section ****.

The inability of the arsenal to provide escorts resulting in denial of access to Watervliet Arsenal of foreign national personnel will not be considered an excusable delay to contract performance.
