This is a Request for Quote (RFQ) for professional engineering and technical services to build and validate a Delft3D model for hydrodynamics and transport. The U. S. Army Engineer Research and Development Center (ERDC) Coastal Hydraulics Laboratory (CHL) requires expertise in Delft3D, numerical modeling of hydrodynamics and sediment transport, Adaptive Hydraulics (ADH), Delft 2D and 3D model codes, Linux high-performance computing, Python, and MATLAB. The acquisition is set aside for small businesses. The government intends to award a single purchase order to the responsible offeror with the lowest priced technically acceptable offer. Offers must include a technical description of services and a statement of experience. Requests for clarification must be submitted in writing to ***@***. *. * no later than 2:00 PM CDT, 5 calendar days prior to solicitation closing. All offerors must be registered in the System for Award Management (SAM) prior to the response date. Security requirements, including antiterrorism training and access control, must be met. Deliverables include data files, reports, computer code, and model files, transmitted digitally or on an external hard drive. The period of performance is 24. 5 months.
The period of performance is estimated to be 6 months for the base task, with optional tasks ranging from 1 to 6 months. The total period of performance is 24. 5 months from contract award date.
Invoices for partial payment shall be submitted to coincide with submission of the quarterly progress reports. No partial payment will be approved unless all progress reports due for that period have been received.
The government intends to award a single purchase order to the responsible offeror whose offer conforms to the solicitation and is found to be the lowest priced technically acceptable offeror.
The contractor shall have proficient expertise in using Delft3D, proficient expertise and familiarity with numerical modeling of hydrodynamics and sediment transport, experience with Adaptive Hydraulics ADH and Delft 2D and 3D model codes, experience working on Linux high-performance computing machines, and the ability to write code in Python and MATLAB. The contractor must also meet security requirements to access the ERDC high-performance computing (HPC) machines.
If performance standards are found to be noncompliant, the contractor vendor is responsible for correcting the tasks to a performance rating above unsatisfactory, and the resulting action will require completion of the tasks at no additional cost or extension to the period of performance.
No travel is expected.
