The contractor will be required to complete the entire work ready for use not later than 240 days (8 months) after Notice to Proceed (NTP).
Progress payments can be requested monthly based on estimates of work accomplished. Payments are generally made within 14 days of submittal of a proper request for payment.
Quotes will be evaluated using the approach: highest technically rated with a fair and reasonable price. The government will not consider tradeoffs between price and nonprice factors.
A responsible quoter must have the ability to comply with the required delivery or performance schedule, a satisfactory record of performance and integrity, a satisfactory safety and environmental record, satisfactory references, and the necessary facilities, equipment, personnel, and financial resources.
