Sealed proposals will be received by the Commissioner, Co State Parks Division of the Alabama Department of Conservation and Natural Resources until 2:00 PM CST, Thursday, May 14, 2026.

All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, ****, and must show evidence of license before bidding or bid will not be received or considered by the engineer.

A nonmandatory attendance prebid meeting will be held onsite at Cheaha State Park, **** AL281, Delta, AL **** Wednesday, April 29, 2026, at 2:00 PM CST.

The bid opening date is June 18, 2026, and proposals will not be accepted after 2:00 p. m. CST on that date.

Payments will be made no more frequently than monthly based upon the firm's actual hours worked, with invoices requiring detailed billing. RSA shall have thirty days from receipt of an invoice to render payment.

The evaluation will be based on a combination of technical merit (70 points) and cost (30 points), with potential for additional points from finalist interviews.

Proposals will be accepted from firms that demonstrate substantial experience providing actuarial, consulting, compliance, and/or strategic advisory services to large, complex self-funded public employer health plans. Preferred qualifications for key personnel are also detailed.

The selection of firms will be based on a combination of technical proposal evaluation (70%) and cost proposal evaluation (30%).

Proposals will be accepted from firms where both the firm and assigned consultants have at least five years of experience providing pharmacy benefit consulting services to self-funded employersponsored or public employer health plans, with demonstrated experience in specialty and nonspecialty drug cost management.

The contract may be terminated for default if the contractor refuses or fails to deliver goods or services within the time specified, fails to comply with provisions, or becomes insolvent. In the event of termination for default, RSA's liability will be limited to payment for goods/services delivered and accepted.
