A notice of intent to award will be issued, and aggrieved consultants may protest to the chief procurement officer.
This RFP seeks qualified vendors to provide ad hoc health benefits consulting services. PEHIP may define specific assignments, deliverables, timelines, and costs with awarded vendors after the award. If multiple vendors are awarded, PEHIP will consider the assignment's nature, vendor expertise, availability, approach, and cost to determine the best fit for a particular project. PEHIP may request additional project-specific information or cost estimates, but a separate competitive proposal process for every individual assignment is not required. Award does not guarantee a minimum volume of work. Firms that do not meet all minimum experience qualifications may still be considered if they demonstrate substantial experience. Vendors can include descriptions of additional consulting capabilities outside the stated scope. Compliance audits will be target issue-specific. Consultants will be limited to behind-the-scenes analytical support. Standardized vendor performance metrics and scorecards are already in place. The intent is to supplement the existing core consulting relationship with targeted, ad hoc expertise. For task summaries, vendors will provide expected hours and estimated cost, which PEHIP will review and approve or negotiate. Out-of-pocket expenses should be incorporated into the rate.
