The solicitation establishes multiple Blanket Purchase Agreements (BPAs) for renting various Material Handling Equipment (MHE) to support operations at Mcalester Army Ammunition Plant (MCAAP). The acquisition is set aside 100% for small businesses. Quotations are due by September 28, 2026, at 10:00 am Central Time. Equipment must be delivered within 72 hours of order receipt. Evaluation considers technical capability and price. The BPA ordering period is five years.
The contractor shall deliver the specified equipment to the place of performance within seventy two 72 hours after receipt of order aro for each individual call, unless a different timeframe is specified in the call.
Rental billing for one month shall be based on a calendar month, not four weeks. Partial months shall be prorated on a daily basis unless otherwise specified in the bpa call.
The government will award bpas resulting from this solicitation to the responsible offerors whose quotations conforming to the solicitation will be most advantageous to the government, price and other factors considered.
To be considered technically acceptable, the offeror must demonstrate the capability to provide the types of material handling equipment listed in section 1 and attachment ****, and the ability to meet the 72hour or call specified delivery requirement to mcaap.
All questions concerning this combined synopsis solicitation shall be submitted in writing via email to the contracting officer at ***@***. *. * no later than 10:00am central time on 23 september 2026.
Failure to comply with installation access control, security, badging, vehicle inspection, explosives safety amcr **** or local equivalent, force protection, and photography prohibited items policies may result in denial of access and may constitute default.
The government intends to award bpas to all responsible offerors whose quotations are determined technically acceptable and whose prices are determined fair and reasonable.
