The substantial completion deadline is on or before December 14, 2027, and final completion of all work shall be on or before January 11, 2028.

The bid notice does not explicitly detail payment terms beyond mentioning that invoices shall be submitted to accounts payable and that the contract will incorporate standard payment provisions.

ARRC may award a contract resulting from this solicitation to the low responsive offeror whose offer conforming to this solicitation will be the most advantageous to the ARRC.

Pursuant to ARRC procurement rule ****, before a bid is considered for award, ARRC may request a bidder to submit information regarding the bidder's capability in all respects to fully perform the contract requirements or the individual integrity and reliability which will assure good faith performance.

Should contractor fail to reach substantial completion within the time specified in the contract and any associated change orders, amendments, and/or supplements, the contractor shall pay liquidated damages to owner in the amount of $5,200 for each calendar day of delay until the work is completed or accepted.

A non-mandatory site visit will be held on Thursday, May 21, 2026, at 9:00 AM, and another project site visit will be held on Thursday, May 21, 2026, at 3:00 PM AK time. Interested parties must preregister by May 20, 2026.

An aggrieved bidder/offeror may protest an ARRC procurement action by filing a written protest with the procurement officer in accordance with the procedures and time limits specified in ARRC procurement rules ****.

The period of performance will be on an as-needed basis from 5/1/2026 through 4/30/2027, unless terminated sooner, with an option to renew for three additional one-year periods at the same unit prices, upon mutual consent of both parties and lawful appropriation of funds. The work is to be performed from May through October, each year.

The MOA standard payment terms are net 30. Bidders may offer discounts for prompt payment. The minimum prompt payment terms acceptable to the MOA is 1% and net 15 days. Prompt payment terms will not be utilized to determine final net price offered. Any prompt payment terms lower than 1% and net 15 will result in payment terms of net 30.

All items must be new and come with manufacturer's warranty, if supplied by the manufacturer.

Award will be made to the lowest responsive and responsible bidders in accordance with Anchorage Municipal Code sections ****, ****, ****, and ****, with preference to local bidders applied in accordance with section ****.

Contractors/Vendors wishing to qualify for award of a bid or proposal offered by the Municipality of Anchorage shall submit a completed Contractor Questionnaire and any supplemental information requested within five days following a request by the purchasing officer.

An optional site visit is scheduled for 10 AM on April 16th at the Material Recovery Facility, **** E. 56th Ave, Anchorage, AK ****.

The MOA will not be responsible for any costs, including attorney fees administrative, judicial or otherwise, associated with any challenge as to the determination of the lowest responsive and responsible bidder and/or award of contract, and/or rejection of bids.

The required delivery date is no later than six (6) months after receipt of order (ARO). Bids indicating a delivery date which exceeds the required delivery date may be considered nonresponsive.

All items must be new and come with manufacturers warranty, if supplied by the manufacturer. Equipment shall be covered by a minimum warranty period of one (1) year.

Award will be made to the lowest responsive and responsible bidder in accordance with Anchorage Municipal Code sections ****, ****, ****, and ****, except local preference does not apply. Evaluation for determining the lowest bid will be made in the aggregate. To be considered for award all items must be bid.

Bidders are advised that failure to submit all required documents shall be justification for rendering the bid nonresponsive. Evaluation of bids for responsiveness shall be accomplished in accordance with Anchorage Municipal Code, Title 7.

The MOA will not be responsible for any costs, including attorney fees administrative, judicial or otherwise, associated with any challenge as to the determination of the lowest responsive and responsible bidder and/or award of contract, and/or rejection of bids. By submitting a bid, the bidder agrees to be bound in this respect and waives all claims to such costs and fees.
