The expected delivery date is before Thursday, October 15, 2026. The bidder should indicate the earliest firm delivery date after receipt of award.

The payment schedule is as follows: 10% upon approval of submittals, 40% upon approval of fabrication and quality reports, and 50% upon acceptance of delivered fenders.

Vendor warrants that the equipment, goods, materials or other supplies sold to ARRC under this contract shall be of good quality and free from all defects and deficiencies in workmanship, material and design, shall be fit, suitable and operate successfully for their intended purpose, shall be new, shall be free from all liens, claims, demands, encumbrances and other defects in title and shall conform to the specifications, if any, stated in the contract. Vendor shall honor all guarantees and warranties offered by the manufacturer of the equipment, goods, materials or other supplies provided under this contract.

An award will be made to the low, responsive, responsible bidder that meets the requirements as set forth in the specifications and compliance thereof.

Vendors must be the original manufacturer or an authorized distributor with at least five years of documented experience in the fabrication of fender systems or comparable engineered marine protection products, and be able to provide audited financial statements demonstrating financial ability.

The ARRC may conduct an inspection of the suppliers facility to include its offices and inventory of the items being solicited prior to contract award.

Claims or disputes arising in the performance of this contract which are not resolved by agreement of the parties shall be decided in accordance with ARRC's procurement rules. If the matter cannot be resolved by agreement within 7 days, the contractor shall, within the next 14 days, submit an intent to claim in writing to the project manager. The claim, if not resolved, shall be presented to the project manager, in writing, within 60 days following receipt of the intent to claim.

The bid proposals must be submitted prior to 10:00 AM Anchorage time on April 9, 2026. The Anchorage School District purchasing department, located at **** Van Buren Street, Anchorage, Alaska ****, is the submission address. Faxed or electronic proposals are not acceptable. Proposals must be submitted in a sealed package clearly marked with the offeror's name, address, phone number, and the RFP details.

Proposals will be scored using technical evaluation criteria (vendor and manufacturer qualifications, features and functionality, technical criteria, maintenance and support) weighted at 70 points, and a fee proposal weighted at 30 points, for a total maximum score of 100. The district may also conduct discussions and interviews with offerors whose proposals are reasonably susceptible to award.

To be determined responsible, a prospective offeror must have adequate financial resources, be able to comply with future contract performance schedules, have a satisfactory performance record, a satisfactory record of integrity and business ethics, possess the necessary organization, personnel, experience, accounting and operational controls, and technical skills (or the ability to obtain them), have the necessary equipment and facilities (or the ability to obtain them), and be otherwise qualified and eligible for award under applicable laws and regulations. Offerors must also hold a valid Alaska business license and any necessary applicable professional licenses.

A pre-proposal conference will be held at 10:00 AM Anchorage time on March 25, 2026, in the conference room of the Anchorage School District Purchasing Department, **** Van Buren Street, Anchorage, Alaska. Protests regarding the specifications and/or terms and conditions of a solicitation must be received by the purchasing director at least five (5) calendar days prior to the due date of the bid or proposal. For goods or services, the protest of a proposed award of a contract must be received by the purchasing director within seven (7) calendar days after issuance of the notice of intent to award, except that for purchases under $100,000, the protest must be received within three (3) business days.

The bid due date is April 9, 2026, at 2:00 PM.

Award will be made to the lowest priced, responsive and responsible bidder consistent with the terms of this ITB.

Bidders must be responsible and responsive contractors and must submit a bidder's checklist with all required documents.

Penalties for making false statements in offers are prescribed by federal law at 18 ****.
