The contract period is estimated to start on 07/28/2026 and end on 07/27/2031. Dates provided are estimates only. Any resulting contract will begin on the date specified in the notice of award.

Offerors shall demonstrate capacity to complete the engagement within the proposed schedule, identify any subcontractors and their roles, provide at least three client references for comparable engagements, and submit resumes limited to eight individuals, maximum two pages each. Offerors shall provide no more than five relevant projects completed within the past five years.

To protest the solicitation or an amendment, your written protest must be received within fifteen days of the date the applicable solicitation document is issued. To protest an award, written notice of your intent to protest must be received within seven business days of the date the award notice is posted, and your actual written protest must be received within fifteen days of the date the award notice is posted.

If you qualify your offer with a statement like: this is not an offer, you will be deemed nonresponsive and eliminated from further consideration. Offers which include either modifications to any of the solicitations contractual requirements or an offeror's standard terms and conditions may be deemed nonresponsive and not considered for award.

Work is to begin within 14 days of written notification for areas of repair and is to be completed within 60 days after the starting date.

Payment shall be made in accordance with S. C. Code section ****, or chapter 6 of title 29 real property improvements when applicable. Payment will be made by electronic funds transfer (EFT).

Award will be made to the lowest responsible and responsive bidder.

To be eligible for award, you must have the capability in all respects to perform fully the contract requirements and the integrity and reliability which will assure good faith performance. You must promptly furnish satisfactory evidence of responsibility upon request.

Mr. Adger possesses a unique combination of experience and qualifications that cannot be reasonably obtained from another source. He brings more than forty years of distinguished criminal justice and public sector leadership experience, including service as an agent with the South Carolina Law Enforcement Division (SLED), Inspector General and Deputy Director of Secure Facilities for DJJ, Inspector General for the South Carolina Department of Corrections, and Executive Director of the South Carolina Department of Probation, Parole and Pardon Services.
