Housing Authority of the City and County of Denver is seeking qualified contractors for on-call gutter cleaning and related maintenance services for DHA-owned residential units. Services include debris removal from gutters, downspout cleaning, roof drain cleaning, minor repairs, and emergency response. Proposals are due August 18, 2026. A pre-proposal conference is scheduled for August 3, 2026. Written questions are due August 4, 2026. Award will be based on cost, methodology, and firm experience. Section 3 participation is a mandatory requirement.
Proposals are due by 4:00 PM on August 18, 2026.
The authority will not pay retainers, finance charges for late payments or prepayments for work that has not occurred. A prompt payment discount of days, or net 30 days is submitted.
The evaluation criteria are: 1. Cost of service (40 points), 2. Methodology (30 points), and 3. Experience and capacity of firm (30 points).
Offerors must have a proven track record and experience performing the services requested. They must also comply with HUD maintenance wage rates and federal labor standards reporting requirements.
Failure to attain Section 3 compliance in accordance with their contract will subject contractors to penalties including, but not limited to, the withholding of payments.
Protests against the solicitation must be received before the due date for receipt of bids or proposals. Protests against the award of the contract must be served on the authority within five business days of the date provided on the written notice of contract award.
The authority, in its sole and absolute discretion, may disqualify an offer if the offeror has a real or apparent conflict of interest.
