All work shall be completed no later than 90 calendar days after construction Notice to Proceed (NTP) is issued by the Contracting Officer. The total period of performance, including preconstruction authorization and construction NTP, shall not exceed 120 calendar days.

Key personnel (Project Manager, Superintendent, SSHO, QCM) require specific years of experience and language proficiency. The SSHO must have active credentials as a Certified Safety and Health Official (CSHO) or Master Certification (MC) from an OSHA Training Institute Education Centers.

Failure to comply with safety provisions can lead to work stoppage. Removal of personnel is possible if they fail to meet installation security requirements.

The contract duration is 180 days after notice to proceed.

Interested offerors must be registered in the System for Award Management (SAM) at the time of bid submission.

The offeror/contractor agrees in performance of the contract, it will not pay more than 85 percent of the amount paid by the government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.

The magnitude of construction is between $250,000 and $500,000.

The contractor shall begin performance within 10 calendar days and complete it within 214 calendar days after receiving award, notice to proceed. This performance period is mandatory negotiable.

The contractor shall provide one 1 year warranty documentation on all parts and labor for the room access system installation.

Award will be made on the basis of the lowest evaluated reasonable price of proposals meeting the acceptability standards for nonprice factors. Offers evaluated as not technically acceptable will not be eligible for award, regardless of price.

To be considered technically acceptable for award, the contractor's proposal package must include proof that the company is Hirsch Identive certified. Furthermore, the package must contain individual training certificates for all proposed installers, verifying they are certified in the installation and programming of Velocity software.

The government has scheduled a one-day site visit at Bldg **** White Sands Missile Range, NM at 09:30 a. m. MST on June 10, 2026. Contractors who wish to attend must provide attendee information via email no later than June 8, 2026.

Failure to provide Hirsch Identive certifications will result in the proposal being deemed technically unacceptable. Proposals providing less than 30 calendar days for government acceptance after the date offers are due will not be considered and will be rejected.

The estimated magnitude of construction for this project is between $25,**** and $100,****.

The contractor shall begin performance within 30 calendar days and complete it within 180 calendar days after receiving award, notice to proceed. This performance period is mandatory and not negotiable.

The government will make progress payments monthly as the work progresses, based on estimates of work accomplished. Final payment will be made after completion and acceptance of all work, presentation of a properly executed voucher, and release of all claims.

The government intends to award a firm fixed-price contract to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the government, considering only price.

The contract shall be awarded to the responsive responsible prospective contractor considering only price. Before award, to be determined responsive, a prospective contractor must furnish specific information with their bid, including a cover sheet, completed SF ****, pricing details, a letter from a bonding company, bid bond guarantee, subcontractor list, representations and certifications, and digitally signed drawings.

If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of $1,**** for each calendar day of delay.

A site visit will be held following the pre-bid conference on June 11, 2026. It is optional but highly encouraged. The site visit is limited to a maximum of two attendees per company.

All questions and requests for information must be received no later than June 19, 2026, at 04:00 PM MST.

Failure to provide required information with the bid, such as a completed SF ****, bid bond guarantee, or digitally signed drawings, shall render the bid nonresponsive.
