The Town of Westerly is soliciting sealed proposals for commercial real estate leasing agent and property management services for the property located at 328 Atlantic Avenue, Westerly, RI. Proposals are due by 2:00 PM on April 08, 2026. A non-mandatory prebid meeting is scheduled for March 25, 2026. Questions regarding the solicitation must be emailed by March 31, 2026. The selected firm will be responsible for marketing, leasing, and managing the property, including setting rents, advertising, showing the property, advising on negotiations, and handling tenant relations. Property management services include routine oversight, maintenance advice, emergency response, unit turnover, and financial reporting. The contract term is for an initial 12 months with a one-year extension option. Bidders must submit a proposal addressing qualifications, experience, references, cost proposal, proposed work plan, and financial capacity. Bid prices exceeding $50,000 must include a 5% bid bond, and the successful bidder will be required to post a 100% payment and performance bond. Prevailing wage rates apply. Quotes must be firm for a minimum of 120 days. Bidders must confirm field measurements and satisfy themselves of the site conditions. The selection criteria will consider fee/costs but will not be the sole determining factor. The project is tax-exempt for Rhode Island sales tax and federal excise taxes.

The payment terms are net 30 days for this scope of work.
While the fee/costs will be discussed and considered during the review process, cost alone will not drive the selection decision.
Bidders must submit a letter of interest summarizing qualifications and experience, describe relevant leasing and property management experience, provide references, include resumes of key team members, and provide insurance and liability information.
Default and/or noncompliance with the requirements and any other aspects of the award may result in withholding of payments, contract termination, debarment, suspension, or any other remedy necessary that is in the best interest of the Town of Westerly.
A non-mandatory prebid meeting is scheduled for March 25, 2026, at 328 Atlantic Ave. , Westerly, RI **** shall confirm field measurements as part of the bidding process and must satisfy themselves, by personal examination of the location of the proposed work, and by such other means as they may prefer as to the actual conditions and requirements of the work.
Bidders must be able to submit samples if requested.
