Proposals must be submitted no later than July 13, 2026, at 2:00 PM MDT.

SFCC shall, within 30 days of written request, issue a written certification of complete or partial acceptance or rejection, with payment to follow within 30 days after certificate of acceptance. Late payment charges shall be 1. 5% of 1% per month.

The system comes with a 1-year Siemens warranty. Preventive maintenance would begin after the project closeout date to the first PM interval required by the asset OM manual to maintain warranty requirements.

The award shall be made to the responsible offeror or offerors whose proposal is most advantageous to SFCC, considering general qualifications (30 points), technical approach/methodology (15 points), project management schedule (10 points), price (15 points), and subject matter expertise (30 points).

Offerors must provide a statement of company qualifications, including up to 2 previous experiences with similar services and corresponding contact information for references. Experience using standard Microsoft software applications is also required.

The procurement code imposes civil and criminal penalties for its violation. New Mexico criminal statutes impose criminal penalties for bribes, gratuities, and kickbacks.

A non-mandatory pre-proposal meeting will be held.

For protests regarding the type of solicitation or the solicitation process, the time limit runs from fifteen (15) continuous calendar days after the date the chief procurement officer or designee posts on the SFCC website. For protests regarding award of a contract, the time limit runs from fifteen (15) continuous calendar days after the date the chief procurement officer or designee posts on the internet or mails/emails the notice of award.

Failure to comply with instructions, specifications, and SFCC standard terms and conditions may result in an offer being classified as unresponsive, disqualified, or negatively evaluated. Proposals that are not sent and labeled correctly, or that cannot be accessed or opened, may not be considered. Replacement of key staff after award and prior to contract execution may cause disqualification.

Applications are due by July 31, 2026, by 5:00 PM MDT. Tutoring services are expected to begin in the fall of the **** school year.

The grant award is based on reimbursable expenditures. Requests for reimbursement (RFR) are required monthly, and the award must be fully expended by June 30, 2027.

Applications will be evaluated based on technical specifications (mandatory and desirable) and business specifications (budget form). The most advantageous application may not necessarily be the one with the most points.

Eligible applicants are New Mexico school districts, local charters, state charters, and New Mexico regional education cooperatives (RECs). Tutors must have a bachelor's degree or be enrolled in a teacher preparation program, complete required training, and demonstrate ability to support diverse learners.

Failure to meet performance expectations, including student growth targets, attendance thresholds, or instructional dosage, may result in required corrective action plans, reduction in grant funding, or discontinuation of grant funding.

Applications that do not adhere to submission requirements, are late, or have serious deficiencies in any evaluation factor may be rejected.
