The City of Greeley is seeking qualified consulting teams for a multimodal connectivity and urban renewal activity study. Qualifications are due August 4, 2026. The study aims to improve connectivity, enhance workforce access to jobs, and identify cost-effective transportation solutions. Key evaluation criteria include qualifications, approach to scope of work, and value/cost of efforts. An optional pre-qualification conference will be held on July 15, 2026. Qualifications are due August 4, 2026, by 2 PM MST. Services shall be completed on or before December 1, 2026.
The evaluation criteria are: 1. Qualifications (30 points), 2. Approach to Scope of Work (40 points), 3. Value/Cost of Efforts (30 points). The highest-ranked offeror will enter into negotiations.
Offerors must demonstrate experience in multimodal transportation planning, developing conceptual design and cost estimates, and urban redevelopment or corridor planning. Qualifications must be submitted in a single Microsoft Word or PDF file under 20MB and not exceed 20 pages.
If the city terminates the contract due to the contractor's breach, the contractor shall be liable for actual and consequential damages to the city.

Protests must be submitted in writing to the City Manager within ten (10) calendar days after the aggrieved person knows or should have known of the facts giving rise thereto. A protest with respect to a request for qualifications shall be submitted in writing prior to the closing date of qualifications.
Qualifications may be considered nonresponsive if not submitted to the correct email address, if the RFQ number and project name are not in the subject line, if they exceed the page or file size limits, or if they deviate from the required response format.
