The solicitation is for a single award blanket purchase agreement (BPA) for maintenance, repair, and/or replacement of equipment for the VAKN digital satellite downlink
network. The BPA covers four 12-month ordering periods for a total five-year period. Individual calls will specify specific periods of performance not exceeding 12 months after the last date of the ordering period. The government estimates, but does not guarantee, that individual BPA orders may reach $300,000 per order, with a ceiling limit of $1,750,000 over the period covered by the agreement. The purchase limitation for an individual BPA call using the government purchase card (GPC) is $2,**** for services and $10,**** for equipment/parts. Vendors must comply with all applicable regulations and procedures for processing payments. All shipments must be accompanied by delivery tickets or sales slips containing specific information. Invoices must be submitted electronically in accordance with VAAR clause 852. 23272. The contract is subject to the terms and conditions specified. The contract administration data is provided. The offeror acknowledges receipt of amendments to the solicitation. The agreement shall be reviewed annually. The contractor shall provide maintenance for the VAKN digital satellite downlink
network, which may require site visits and/or consist of phone support, equipment replacement or repair, or system integration updates. The contractor shall install one or more new VAKN digital satellite downlink
network systems, if required. The period of performance (POP) will be established on each BPA call. Work at the government site shall not take place on federal holidays or weekends, unless directed by the contracting officer. The contractor shall deliver documentation in electronic format.
