This is a public tender notice from the Department of Veterans Affairs for refresher work on the 5th and 6th floors of Building 1 at the VA Central California Health Care System in Fresno, CA. The scope of work includes wall repair, painting, removal and installation of cove bases and handrails, and wall guards. All materials will be supplied by the VA. The contract period of performance is 120 days. Offerors must submit a technical proposal including a project schedule and past performance, a price proposal, a bid bond guarantee, and documentation of their safety and environmental record and experience modification rate (EMR). Offerors must be verified as Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to be eligible for award. Proposals are due by June 15, 2026, at 10:00 AM PT and must be submitted electronically. A mandatory site visit is scheduled for May 20, 2026. Requests for Information (RFIs) are due by May 28, 2026. Performance and payment bonds are required. The award will be based on the lowest price.
The contractor shall begin performance within calendar days and complete it within calendar days after receiving award, notice to proceed. This performance period is mandatory. The period of performance is 120 days.
The clause entitled Warranty of Construction in FAR **** is incorporated by reference.
The government will evaluate the lowest price offer to determine if the price is fair and reasonable for the work to be performed.
Offerors must be verified as Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to be eligible for an award in SBA's VetCert database. The contractor shall have no more than three serious, or one repeat, or one willful OSHA or EPA violations in the past 3 years and have an EMR of equal to or less than 1. 0.
Failure to comply with applicable statutes and regulations can result in the termination of this contract and civil and criminal penalties, including fines and imprisonment. Liquidated damages are not applicable.
A site visit is scheduled for Wednesday, May 20, 2026, at 10:00 AM PDT. Potential offerors are strongly encouraged and expected to inspect the site.
Requests for Information (RFIs) are due: May 28, 2026, at 10:00 AM PDT.
Any exception to the terms and conditions of this request for proposal will result in a nonresponsive proposal. Failure to provide a technical proposal and a definitive price or conditioned price will result in a nonresponsive proposal. A proposal will be rejected and will not be considered for an award if offerors SDVOSB/VOSB status cannot be verified at the time of submission of proposal and prior to award.
