The award will be made to the lowest priced, technically acceptable offer. the government intends to award a firm fixed price purchase order under far part 13 resulting from this solicitation to one 1 responsible offeror whose offer conforming to the solicitation is the lowest priced, technically acceptable.

Offerors must be able to support product sale and pricing according to manufacturer certification requirements and must provide evidence of authorization to supply and export. the offeror must be able to support both the product sale and product pricing, in accordance with applicable manufacturer certification specialization requirements. evidence of authorization to supply and export the required items.

The city expects the winning candidate to have fully implemented email and document encryption by April 30, 2027.

Payment terms will be defined in the final contract based on the agreed project scope and budget. A detailed pricing breakdown is required.

The award will be made to the candidate who agrees to meet the city's needs, considering qualifications and cost. Proposals will be evaluated on demonstrated understanding of the project, technical approach, management plan, experience, qualifications, and contract cost.

Proposals will be evaluated on the candidate's experience in completing similar projects on time and within budget, the success of their general history, and references from clients. Personnel assigned to the project must have relevant experience and meet CJIS personnel security requirements.

A pre-proposal conference will be held on August 3, 2026, at 1:00 PM EST via Microsoft Teams. Details for joining are provided in the RFP.

Proposals that do not meet the city's IT standards will not be considered. Failure to comply with all should requirements may increase the risk of rejection, though the city may waive noncompliance at its discretion.

The deadline for submission of solicitation responses is August 27, 2026, at 2:00 p. m. CT. Construction must be substantially completed within the time period proposed by the contractor, with an estimated construction time of **** calendar days after notice to proceed.

All project deliverables must be accepted by the Owner's Designated Representative (ODR) prior to approval of contractor's requests for payment.

The award will be made to the respondent that provides the best value to the state of Texas, based on cost (40%), demonstrated relevant experience, qualifications and past performance (25%), technical proposal (25%), overall responsiveness, clarity, and organization (5%), and safety record, quality control program and cost controls (5%).

Respondents must have at least five years of experience in the coastal construction business or equivalent executive management experience, demonstrated experience in meeting completion dates and construction schedules, and demonstrated experience in excavation, hauling, and placement of fill in shallow water environments for projects of similar scope and size.

If the contractor fails to achieve substantial completion within the contract time, the contractor shall be liable for liquidated damages of **** per day.

Respondents are strongly encouraged to visit the site and assess the work to be performed before submitting a proposal.

Any respondent unsuccessful or aggrieved in connection with this solicitation may file a protest in accordance with Title 31, Section 3. 50 of the Texas Administrative Code.

Failure to observe the restriction on prohibited communications, failure to check for addenda, submitting a solicitation response with a false statement or making a material misrepresentation, or failing to comply with financial capability requirements may lead to disqualification.

The contract has been awarded to the lowest priced responsive and responsible bidder.

The value of the policy is estimated at 24,**** for a one 1 year term.
