Proposals are due by July 21, 2026, 4 PM EST for defined contributions retirement savings and post-employment benefits consulting services. A non-mandatory virtual pre-proposal meeting is scheduled for June 18, 2026, at 10:00 AM via Microsoft Teams. Inquiries must be submitted in writing by July 1, 2026, 4 PM EST. Proposals must be submitted electronically. The city reserves the right to award to multiple firms and to cancel or modify the RFP. Offerors must be financially solvent and experienced. All required attachments must be completed and returned with the proposal. The contract term is 12 months with four one-year renewal options.

Prompt payment discounts requiring payment in less than fifteen 15 days will not be considered in evaluating a proposal for award. However, even though not considered in the evaluation, such discounts will be taken if payment is to be made within the discount period.

The offeror must submit its Virginia State Corporation Commission SCC registration number or justification for exemption. The offeror is responsible for determining and noting applicable VA license numbers and including a copy with the proposal. Offerors must be financially solvent and experienced.

Samples, if required, must be furnished free of expense to the city on or before the date specified.
Any offeror may protest the award or decision to award only in accordance with the provisions of sections **** through **** of the Code of Virginia.
Proposals which are substantially incomplete or lack key information may be rejected by the city at its discretion. Any contact in contradiction to the restriction on contacting city representatives may cause disqualification.
