The City of Tulsa is seeking bids for Havis console systems for Ford Police Interceptor vehicles. The contract will be for one year, with potential for renewal. Bids must be submitted sealed to the City Clerk's office by August 19, 2026. No faxed or emailed bids will be accepted. The award will generally go to the lowest responsible bidder meeting specifications. Delivery is F. O. B. Tulsa, Oklahoma, with all charges prepaid by the seller. Bidders must provide the number of days required for delivery.
Bids must be received no later than 5:00 PM CST on the bid submission date, August 19, 2026. Delivery of supplies and services is required F. O. B. to the city's facilities.
Payment will be made net 30 days after receipt of a properly submitted invoice or the city's acceptance of the supplies or services, whichever is later. Invoices should be emailed to apinvoices@cityoftulsa. org.
Seller warrants that supplies will be of good materials and workmanship, free from defects, and conform to specifications. Services will be performed in a professional and workmanlike manner. Warranties remain in effect for 1 year from the date of acceptance or as specified in the specifications, whichever is later.
The bid award will generally go to the lowest responsible bidder, considering price, specifications, bidder history, experience, delivery time, maintenance requirements, and performance data.
Bidders must agree to the terms and conditions of the City's standard purchase agreement. Authorized agents must sign bid documents. Entities organized in states other than Oklahoma must follow their state's laws for authorization.
Failure to deliver supplies and/or services as specified may result in the city terminating the agreement and pursuing collection under any performance bond, as well as seeking other damages.
Bidders who are not recommended for award can issue an appeal at the SSA committee meeting or email the assigned buyer prior to the meeting.
Bids received after the stated date and time will not be accepted. Communication with other city staff besides the assigned buyer could result in disqualification. Failure to acknowledge addenda or amendments may lead to bid rejection.
