The Town of Wareham is seeking sealed bids for the supply and delivery of materials for a denitrifying woodchip bioreactor at the Water Pollution Control Facility. Bids are due by June 11, 2026, at 11:00 am. Bid packages can be obtained from the town's website or the facility. Questions must be submitted in writing by June 2, 2026. Bidders must acknowledge receipt of any addenda. A performance bond is not required, nor is a bid deposit. Purchases are exempt from federal excise and Massachusetts sales tax. Bidders must certify compliance with state taxes and unemployment contributions. The contract will be awarded on an item-by-item basis to the lowest responsive and responsible bidder. Awarded vendors must maintain insurance and provide a certificate of insurance within ten days of award. Pricing must remain firm for 45 days following the bid opening. Vendors are required to have an established customer service contact and contract manager. A minimum of two years of satisfactory performance under at least five different contracts is required. Bidders must submit three business references. The town reserves the right to reject any or all bids.
The bid submission deadline is June 11, 2026, at 11:00 am. Products must be delivered within five town business days after receipt of an order, or as otherwise specified.
The bid notice states that payment shall be made within thirty 30 days of the submittal of a correct invoice for work performed or goods received, unless otherwise agreed upon in writing and duly authorized by both parties.
Bidders must indicate their standard warranty period for supplies and services. The general terms and conditions also state that the seller expressly warrants that the goods and/or services will be free from defect in material and workmanship for a minimum of two 2 years.
The bid notice states that contracts will be awarded on an item-by-item basis to the responsive and responsible bidders offering the lowest price for each item.
Bidders must have a minimum of two 2 years of satisfactory performance under at least five 5 different contracts providing similar supplied and related services. Bidders must also submit three 3 business references for which they have supplied similar products/services on a similar contract within the past twenty-four 24 months and which exceed five thousand dollars ($5,000) annually.
The bid notice mentions that complaints not resolved within ten 10 days can result in the vendor being deemed noncompliant with the terms of the contract. Substantial, unresolved and recurring complaints will also be monitored and may result in noncompliance.
There is no prebid conference scheduled for this IFB.
Questions concerning this IFB must be submitted by June 2, 2026, at 4:00 pm.
Bids which are incomplete, conditional, not properly endorsed, not properly signed, or which are otherwise contrary to these instructions will be rejected as nonresponsive. Failure to strictly comply with the insurance requirements may disqualify the apparent low bidders from award of the contract. Bidders proposal must meet an agreed upon delivery schedule on an as need basis or bidders proposal will be rejected. Specifications are mandatory for all bidders. If mandatory requirements are not met, a bidders response may be disqualified from further consideration.
