All services described in the scope of work must be completed within six 6 months from permit issuance, or as otherwise determined by the tribe.

Payment schedule includes 20% upon PO issuance, 15% upon permit issuance, 20% upon dry-in completion, 30% upon substantial completion, and 15% upon final completion.

Submissions will be evaluated based on on-time and complete submission, license requirements, projected completion date, previous performance, statement of qualifications, current and pending workload, and pricing versus the market.

Bidders must be normally engaged in performing the type of work specified, have adequate organizational resources, facilities, equipment, and personnel, hold a current certified license, have a minimum of three years of experience, and maintain a fully equipped organization capable technically and financially.

A mandatory pre-bid conference is scheduled for July 16, 2026, at 11:00 AM ET, located at 701 E. Harney Pond Road, Okeechobee, FL ****.

The deadline for questions is July 23, 2026, at 5:00 PM ET.

Failure to disclose subcontractors, altering provided files, submitting illegible or unintelligible submissions, or violating the cone of silence may result in disqualification.

Payment will be made in full after the satisfactory receipt of goods, materials, supplies, and equipment. Executed contracts must specifically state if there is any partial payment or other deviation from this method of payment.

All equipment shall include manufacturer warranty. The awarded vendor shall furnish a copy of an original certificate of insurance, naming city of Columbia as an additional insured.

Vendors must be registered as a vendor prior to award. The cameras and accessories shall meet the minimum specifications and requirements as set forth herein.

Vendors shall have the right to present a complaint, dispute or grievance. Step one vendor must file a grievance with the purchasing agent no later than seven 7 calendar days after the occurrence of the dispute or incident.

Delivery is scheduled between 07/10/2026 and 10/08/2026.

Payment will be made after delivery, inspection, and acceptance. Invoices are to be submitted electronically via the Tungsten Network.

A 2-year manufacturer warranty is included from the date of sale.
