Proposals will be evaluated based on Project Management Plan and Approach (20 points), Technical Solution (30 points), Experience, Qualifications, and Case Studies (25 points), and Price Evaluation (25 points). Proposer with the lowest price proposal will receive 25 points.

The court will pay monthly invoices with Net 30 terms. No advance payment for services. Payment is normally made based upon completion of tasks. The court may withhold ten percent (10%) of each invoice until receipt and acceptance of the final deliverable.

Proposals will be evaluated on a 100-point scale with criteria including quality of work plan (20 points), experience on similar assignments (5 points), cost (40 points), credentials of staff (10 points), acceptance of terms and conditions (20 points), and ability to meet timing requirements (5 points). The award will be to the highest-scored proposal.

Vendors must be qualified and have expertise in providing access to a cloud-based server environment for archival of reporter transcripts. Resumes of key staff, client references, and proof of financial solvency are required.
