Contract completion date is December 22, 2026, pending lead time impacts.

Progress payments shall be accepted on a monthly basis, for work completed, net 30 days. CSU shall not issue prepayments or deposits, nor payment for work not completed.

The contract will be awarded to the lowest responsible bidder, taking into account the Colorado resident bidder preference provision.

Responses must be from qualified contractors. Vendors must be registered in Rocky Mountain e-Purchasing System and registered to do business in the state of Colorado before contract execution.

A mandatory pre-bid site tour is scheduled for August 12, 2026, at 10:00 AM MT at **** Center Avenue Mall, Fort Collins, CO **** at the south main entrance.

Unauthorized contact with any agency/institution personnel other than the single point of contact regarding this solicitation is prohibited and may result in disqualification. Anticipated substantial completion is November 1, 2026, and anticipated final acceptance is November 30, 2026.

The scope of services includes the warranty period to the state as per the advertisement for bid.

Bidders must demonstrate specific contracting experience in projects of similar scope and complexity for at least two projects each in excess of $500,000 hard costs, and have demonstrated bonding capability up to $650,000.

The bidder represents that Article 7d of the Contractors Agreement SC6. 21 has been reviewed to determine the type and amount of any liquidated damages that may be specified for this contract.

The scope of services will include assistance to the state during the process of design, construction, and warranty period.

Selection and award of this project will be based on a combination of qualitative oral interview score and scope and cost proposal that represents the best overall value to the state.

To be considered as qualified, interested teams shall have demonstrated specific design-build lump sum experience of similar scale and complexity, demonstrated experience in completion of buildings utilizing design-bid-build, CMGC, DB with GMP and/or DB lump sum, and demonstrated bonding capability up to $1,500,****.

The state reserves the right to reject any or all proposals on the basis of being unresponsive to this RFQ/RFP or for failure to disclose requested information.
