Sealed bids must be returned to the Nassau University Medical Center's Purchasing Department by 2:00 PM on April 16, 2026. Any bid received after 2:00 PM will not be accepted.

The bid notice states that if no discount is shown, payment terms will be net 90 days. It also mentions cash discounts of a certain percentage will be allowed for prompt payment within 30, 60, or 90 days, but the specific percentages are not filled in.

The successful bidder warrants the equipment furnished and all associated equipment against any defects in design, workmanship and materials against failure to operate satisfactorily for one 1 year from the date of acceptance by the using department and/or agency of the equipment, other than defects or failure shown by the contractor that have arisen solely from accident or abuse occurring after delivery to the NHCC agency. Contractor agrees to replace any parts, which in the opinion of the user, shall fail from the above reasons.

Awards will be made to the lowest responsible bidder. Cash discounts will not be a factor in determining awards, except in tie bids. Consideration will be given to the reliability of the bidder, the qualities of the materials, equipment or supplies to be furnished, their conformity with the specifications, the purpose for which required and the terms of delivery.

The bidder must be prepared, if requested by the director of purchasing, to present evidence of experience, ability and financial standing, as well as a statement as to plant, machinery and capacity for the production and distribution of the material on which he is bidding.

The procurement requirements establish sanctions for knowing and willful violations of the provisions of the procurement requirements, including disqualification from eligibility for an award of any contract pursuant to this solicitation.

A mandatory bidders conference and walkthrough is scheduled for Tuesday, April 7, 2026, at 10:00 AM in the DCD Bldg, Ground Floor Purchasing Conference Room at Nassau University Medical Center, followed by a visit to A Holly Patterson ECF. All bidders must attend both locations to be eligible to bid.

Samples, when required, must be submitted strictly in accordance with instructions, otherwise the bid may not be considered. If samples are requested subsequent to bid opening, they shall be delivered within five 5 business days of the request for bid to have consideration.

Objections to the terms of this sealed bid, once released in final form, or to the conduct of receipt, evaluation, or award of sealed bid must be presented in writing within ten calendar days of the release of this solicitation, or the date the objector knows or should have known the basis for its objection.

The response date for this sources sought notice is March 26, 2026.

The bid notice asks for information regarding company size status as listed in SAM under NAICS code ****, and if the company is verified as a Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB). It also inquires about experience working with government agencies and demonstrating experience with operating, monitoring, maintaining, repairing, and supporting mission-critical infrastructure systems for government facilities. Additionally, it asks if the company has certified and trained personnel to operate and maintain systems such as HVAC, fire alarm control panels, emergency power generators, and SCADA/BMS control systems.

The contract shall commence July 1, 2026 and terminate June 30, 2028. Further, the parties hereto may agree to renew this agreement for up to three 3 additional consecutive annual terms, with a final termination date of June 30, 2031.

Payment shall be made on a reimbursement basis. The contractor shall submit invoices within thirty 30 days. The contractors representative and the commonwealths representative will compare records of the work performed on each service call and indicate their agreement to the hours of labor and the material furnished by their signatures on the contractors work order.

The contract will be awarded to the lowest responsive and responsible bidder meeting all requirements.

After bid opening and prior to award, the contractor shall provide documentation of experience in providing the specified services in the scope of work. The department reserves the right to review this documentation and request three 3 references to verify the contractors experience and qualifications.

If nonemergency service is not provided within twentyfour 24 hours after direct verbal or telephone notification from the commonwealth, or if emergency service is not provided within three 3 hours after direct verbal or telephone notification from the commonwealth, the commonwealth has the right to secure the same service from another source and the contractor shall pay to the commonwealth all expenses incurred over the unit prices bid.
