Vehicles will be delivered to ten (10) different FBI field office locations within 18 months after award.

The solicitation requests assistance in obtaining and verifying an offeror's relevant past performance history on an attached past performance rating form.

The contractor shall begin performance within 10 calendar days and complete it within 180 calendar days after receiving award, notice to proceed. This performance period is mandatory negotiable.

The evaluation factors for award are detailed in Section M. The basis for award is specified as well.

Key personnel, including a Project Manager, Site Superintendent, and Safety Manager, are required with specific years of experience. The Project Manager and Site Superintendent require a minimum of 10 years of experience, and the Safety Manager requires a minimum of 10 years of construction experience with at least 5 years in safety, plus OSHA 30-hour training.

If the contractor falls behind the approved schedule, they must take steps to recover lost time without additional cost to the government. Failure to recover lost time may result in termination of the right to proceed.

Warranty must cover a minimum of twelve 12 months from the Equipment's go-live date. Warranty must cover all preventive and corrective maintenance for all components of the system, including both hardware and software. Warranty must cover all parts, repairs, labor, and travel at no additional cost to the customer.

This is a best value tradeoff source selection. The government will select the best overall offer, based upon an assessment of evaluation factors listed in this solicitation. All nonprice evaluation factors, when combined, are more important than price. Contract may be awarded to the offeror who is deemed responsible in accordance with the FAR, whose offer conforms to the solicitations requirements to include all stated terms, conditions, representations, certifications, and all other information required within the performance work statement and is judged by an overall assessment of the evaluation factors to represent the most advantageous offer to the government. As a basis for award, tradeoffs between price and nonprice factors are permitted. Therefore, the government reserves the right to award to other than the lowest proposed price.

Offerors must provide evidence of relevant experience in utility infrastructure and civil projects, technical qualifications of the electrical subcontractor, technical qualifications of prime contractors' key personnel, prime contractor's experience in decommissioning, commissioning, and integration of primary equipment, and a master safety plan. Past performance will also be evaluated.

Protests must be filed with the contracting officer or the executive director, office of acquisition and logistics, risk management and compliance service, department of veterans affairs within the specified timeframes. A copy of any protest filed with the GAO must be received in the designated office within one day of filing.

Failure to furnish a bid guarantee in the proper form and amount by the time set for opening of bids may be cause for rejection. Failure to execute all contractual documents or furnish executed bonds within 10 days after receipt of the forms by the bidder, upon acceptance of its bid, may result in termination for default.
