This is a Request for Information (RFI) and Sources Sought Notice (SSN) for Design Build (DB) services for the repair and alterations of the Limestone Land Port of Entry (LPOE) in Limestone, Maine. The U. S. General Services Administration (GSA) is conducting market research to determine the availability of small businesses (including HUBZone, WOSB, and SDVOSB) capable of performing this project. The project scope includes constructing a secondary inspection bay, replacing pavement, installing a perimeter fence and gates, adding site lighting, installing a new generator, and upgrading the fire alarm and security camera systems. The port will remain operational during construction. The contract is anticipated to be awarded in Summer 2026 with a duration of 24 months. The estimated magnitude of construction is between $3,000,000 and $12,000,000. Interested parties must submit a capability statement (10 pages max, PDF) by April 14, 2026, at 2:00 PM local Boston time to ***@***. *. * capability statement should include company name, UEI, address, POC, SAM. gov registration status, business size, socioeconomic designations, experience with similar projects (minimum $10M construction cost, completed within the last 7 years), and bonding capability (up to $40,000,000 for a single project). The bid notice requires interested parties to submit a capability statement addressing their company's name, Unique Entity ID (SAM), address, point of contact with phone number and email, SAM. gov registration status, business size for the assigned NAICS code, any socioeconomic designations, capability to perform a contract of this magnitude, scope, size and complexity, experience with design build projects, experience on historic structures, site civil projects with new building construction and/or renovations of existing facilities (three projects with minimum construction cost of $10 million completed within the past seven years), customer names and phone numbers, type of building, timeliness of performance, dollar value, tenant occupied during construction, key personnel involved, and major scope of work elements. Work performed as a subcontractor is not considered evidence of capability. Evidence of bonding capability for a single project up to $40,000,000 and aggregate bonding capacity is also required. If responding as a joint venture, details of members, their business sizes, and Unique Entity IDs are needed. Additionally, if responding from outside the geographic location, a narrative detailing how work would be performed at a fair and reasonable price is required, demonstrating experience with extreme cold climate conditions, construction in remote areas, and secure facilities.
