The Town of Taos is seeking proposals for comprehensive operations, maintenance, and management of its wastewater treatment facility, collection infrastructure, and septage receiving operations. Key responsibilities include ensuring regulatory compliance, process control, laboratory services, staffing with certified operators, and coordination during capital improvement projects. A mandatory pre-proposal facility walkthrough is scheduled for August 3, 2026. Proposals are due electronically by August 17, 2026. The evaluation will consider technical qualifications, operational experience, staffing, management approach, regulatory compliance, and mobilization/communication.
Proposals must be received no later than 3:00 pm MST/MDT on August 17, 2026. The online system will automatically cease uploading data at the date and time of the deadline.
Proposals will be evaluated based on technical qualifications, operational experience, staffing, management approach, regulatory compliance, and mobilization/communication. The responsible offerors whose proposals are most advantageous to the Town taking into consideration the evaluation factors in section V will be recommended for award.
Proposers must be qualified and experienced firms demonstrating experience operating advanced membrane bioreactor (MBR) wastewater treatment facilities, including nutrient removal processes, SCADA integrated systems, biosolids handling, reclaimed water operations, and facilities operating under stringent EPA and New Mexico Environment Department (NMED) regulatory requirements.
A pre-proposal facility walkthrough is mandatory and will take place on August 3, 2026, at 1:00 pm MT. A preproposal conference will be held at the wastewater treatment facility located at 182 Los Cordovas Rd, Ranchos de Taos, NM ****.
The protest deadline is 15 days from the award date. The 15 calendar day protest period shall begin on the day following the notice of award of contracts and will end at 5:00 pm MST/MDT on the 15th day.
Failure to submit a signed Letter of Transmittal form or a fully completed Campaign Contribution Disclosure Form will result in disqualification. Failure to submit a signed letter of transmittal form appendix e will result in offerors disqualification.
