Warranties shall be stated by component and start at substantial completion unless otherwise identified.
Award will be based on the vendor's ability to offer the best value, considering quality, past performance, and price, as well as anticipated quality of service.
To qualify for evaluation, a vendor's proposal must be responsive, submitted on time, and materially satisfy all mandatory requirements identified throughout the RFP.
The pre-proposal meeting is optional, and vendors can participate virtually.
The RFP does not require sample submissions.
