Award will be made to the responsible small business offeror whose quotation conforming to the solicitation will be most advantageous to the government, price and other factors considered. Technical capability is more important than price. Relevant experience, quality control data reporting, and schedule capacity are of equal importance and, when combined with technical capability, are significantly more important than price.

Offerors must demonstrate technical capability and relevant experience in molecular laboratory services involving cyanobacteria, harmful algal bloom samples, environmental DNA/RNA extraction, ddPCR, RTddPCR, qPCR, sequencing, or similar molecular analytical services. A technical capability statement, proposed laboratory method summary, chain-of-custody and sample handling approach, and deliverable/data package approach are required.

The contractor shall receive and document USGS-provided cyanobacterial mat samples using chain-of-custody procedures. Prospective offerors are cautioned against contacting government technical personnel in regard to this solicitation prior to award of this procurement. MBARI is the only responsible source that can provide these services to Glerl based upon the following: historically, Glerl has utilized the 3g espspr system developed by MBARI since 2017. his system was produced and continuously developed by mbari through previous contract and grant actions and has supported 5 operational missions between 2018 and 2024.
