This is a sources sought notice to determine the availability and technical capability of small and large businesses to meet the government's requirement for one tracker **** flat bottom boat with a mercury 150xl four stroke engine, bimini top, GPS, and trailer. Responses should include company information, business size, Cage code, SAM. gov unique entity ID, comments on attachment 1, contract vehicles available, and a total estimated price. Responses are due by 1:00 PM Central Time on Friday, July 18, 2025, via email to Ms. Leslie McGowan. All submissions become government property and will not be returned.

The NOAA Marine Operations Center intends to negotiate a sole-source contract for husbanding services at Naval Station Guam for the NOAA ship SETTE. The contract is urgent due to the need for the vessel to berth for restock and crew change. Firms may submit capability statements by 11:00 AM EDT on June 28, 2025, to be considered for a potential competitive procurement. All contractors must be registered with SAM (System for Award Management). The port services include ship berthing, power, line handlers, dockmaster, pilot, line handlers, oil boom, sewage and water connections, and coordination of fuel. The ship specifications are provided in the notice. There is an interagency agreement with the Navy, but it does not cover port costs at this time.

All bids must be enclosed in a sealed envelope and marked with the RFb number. Vendors must submit product warranty information, lead time for delivery, product literature, and specifications with the bid. The Cleveland Division of Water will review and approve the product literature prior to bid award. Delivery must be stated in terms of work days after receipt of the order. All charges for shipping must be included within the unit price. A Northern Ireland affidavit must be completed, signed, and included with each bid. Bidders must address all questions to the buyer. A material safety data sheet (MSDS) is required for each applicable item. This purchase order does not permit price increases.
