This is a Request for Qualifications (RFQ) from the County of Monterey for Election Software Solutions. The selected contractor will provide a campaign disclosure management and software system with multichannel support (phone, online, in-person) compliant with all California state requirements. The system must integrate with existing software and support both departmental staff and external filers. Qualifications packages are due by 3:00 PM PST on Thursday, June 11, 2026. The contract term is for five years with options for two additional one-year extensions. Key evaluation criteria include professional qualifications, demonstrated knowledge of election laws, ability to resolve issues, experience meeting deadlines and budgets, and adherence to climate-friendly purchasing policies. A preference is given to local contractors who meet specific criteria. The County reserves the right to interview selected contractors before awarding the contract.

The selection criteria include professional qualifications of the contractor and its proposed staff (15 pts), demonstrated knowledge and experience of municipal, state, and federal election laws, standards, and practices (30 pts), demonstrated ability and experience to respond to and resolve key issues (20 pts), demonstrated experience in meeting established project deadlines and performing within an established budget (25 pts), adherence to the County's climate-friendly purchasing policy (5 pts), and local preference if applicable (5 pts).
Contractors must acknowledge in writing that they meet all professional qualifications and licensing requirements as set forth in the Scope of Work and Licensing/Security Requirements sections. They must also identify key staff, their qualifications, and experience, and provide a list of proposed duties for the project manager and other team members. A client list for the past three years is also required.
The deadline for submitting written questions regarding this solicitation is indicated in the Calendar of Events. Questions submitted after the deadline will not be answered.
Unauthorized contact with County officers or employees with questions or suggestions regarding this solicitation, other than through the primary contact person, may be considered undue pressure and cause for disqualification of the contractor.
County does not guarantee a minimum or maximum dollar value for any agreement or agreements resulting from this solicitation.
