All information must be submitted no later than July 20, 2026, 6:00 p. m. eastern time.

The preliminary report is due by December 4, 2026, and the final report is due by December 4, 2027. The contract term is 24 months from the effective date, with a possible 12-month extension.

Incremental payments shall be made upon the acceptable receipt of deliverables specified in the statement of work that meet the expectations of the RFP. Payments are contingent upon state approval of deliverables.

The award will be made to the responsible offeror whose proposal is determined to be the most advantageous to the state based on evaluation criteria including understanding the role (5 points), background/organization/staff experience (50 points), proposed workplan (30 points), and cost and value (15 points).

Offerors must have at least 5 years of experience in public relations, government and legislative affairs, and market research. Proposals will be evaluated on the offeror's background, organization, and staff experience.

Substantial failure to perform contract requirements may cause the state to terminate the contract and may require reimbursement for unacceptable work.

A protest must be submitted in writing within five (5) working days after the aggrieved person knows or should have known of the facts giving rise thereto. A protest of an award or proposed award must be submitted within five (5) working days after the posting of award or, if requested, within five (5) working days after the debriefing was completed.

An offeror may be disqualified for proof of collusion, noncompliance with applicable law, an incomplete or ambiguous proposal, reserving the right to accept or reject award, late delivery, or being in arrears on existing contracts with the state.

The contract budget amount will be $450,000 for each year, totaling $900,000, including all applicable taxes.

The period of performance is anticipated to be one 12-month base period and four 12-month option periods. The period of performance for the purchase order contract is anticipated to be one 12monthbase period and four 12month option periods.

Failure to submit a capability statement that clearly demonstrates the ability to meet all requirements and is more advantageous to the government may result in an award on a sole source basis.
