This action modifies the contract to extend the period of performance for stevedoring related terminal services (SRTS) in Kuwait by up to six months, from July 15, 2025, to January 14, 2026. The extension is necessary due to a protest filed with the Government Accountability Office (GAO) regarding a follow-on contract, which triggered a stay of performance. The current contract was extended to avoid a gap in service. A full and open competitive request for proposal (RFP) is ongoing for the follow-on contract. The anticipated cost to the government will remain fair and reasonable, as determined at the time of the original contract award. No additional market research was conducted due to the unusual and compelling urgency.

Offerors must demonstrate their ability to provide qualified labor, secure and maintain equipment (including material handling equipment, heavy tow equipment, and ramps), and possess necessary certifications (Hazmat, business licenses, work permits). Responses must be based on the requirements outlined in Attachment 1 (Performance Work Statement) and must not exceed 15 pages. This performance work statement (PWS) details requirements for contractor support in conducting classified data-driven analyses of DOD requirements to inform the integration of these capabilities into the US Transportation Command's (USTRANSCOM) Global Bulk Fuel Management and Delivery (GBFMD) operations. The contract period is from 30 September 2025 to 29 September 2028. Task orders will detail specific data analysis activities based on USTRANSCOM's evolving needs. Cybersecurity requirements, including compliance with NIST SP ****, are detailed, including incident reporting timelines and procedures. The contractor must provide a self-assessment of compliance with NIST SP **** and a plan of action within 60 calendar days of contract award and annually thereafter.
