This is a Sources Sought Synopsis (SSS) for market research to identify potential repair sources for fuel pumps. The government is interested in all businesses, including small businesses. The contractor will be responsible for repair, test, preservation, packaging, and return of serviceable units. Technical data is not provided, and potential sources must acquire it independently. Source approval is required, and the SAR package must be submitted electronically through DOD SAFE. Responses should include business information.

The contract is for the remanufacture of T38 electromechanical actuators. The solicitation is a five-year IDIQ contract. Offerors must be an approved source. The government will award a multiple award IDIQ contract. The offeror must complete blocks 13 and 27 of the SF1447. The government intends to award without discussions, but reserves the right to conduct discussions if necessary. The government will evaluate the proposals based on price. The offeror must meet all solicitation requirements, such as terms and conditions, representations and certifications, and statement of work requirements, in addition to the price factor. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The government reserves the right to determine any such exceptions unacceptable, and the proposal, therefore, ineligible for award. The government intends to select multiple contractors for this acquisition. The government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds. The government will establish a competitive range comprised of the most highly rated proposals, in accordance with FAR ****(c). Offerors excluded from the competitive range may request a debriefing IAW FAR 15. 505. The offeror shall complete pricing information in the supplies or services and prices/costs section of the solicitation. The offeror shall complete provisions/clauses as required. The offeror has completed the annual representations and certifications electronically via the System for Award Management (SAM). After reviewing the SAM database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR ****, Annual Representations and Certifications, are correct. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The ombudsman for this acquisition is OCALCPZC. This does not diminish the authority of the program director or CO, but communicates offeror concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call OCALCPZC at ****.

Interested vendors that have not been previously qualified for this acquisition must submit a source approval request (SAR) package. The government intends to issue solicitation on or about 23 November 2025 with a closing response date of 07 January 2026 and estimated award date of on or about 03 March 2026.
