The City of Casa Grande is seeking Statements of Qualifications (SOQs) for a Construction Manager at Risk (CMAR) to provide preconstruction and construction services for its Sports Field Complex. Responses are due by 2:00 PM local time on August 11, 2026. The selection will be based on qualifications. The CMAR will be responsible for design development, cost estimation, scheduling, subcontractor selection, and overall construction. The total page limit for the SOQ is eight pages, excluding required forms.
All responses must be submitted by 2:00 p. m. local time on August 11, 2026.
The responses will be evaluated in accordance with section five 5 of the SOQ. Final selection shall be based upon the results of the evaluation of statements of qualifications and performance data submitted. Firms on the final list shall be ranked, and the city will enter into negotiations with the highest-ranking firm.
Firms interested in providing CMAR services must submit a statement of qualifications (SOQ) that meets the criteria outlined in section 4. The SOQ will be evaluated based on factors including cover letter and required forms, capabilities of the project team, project understanding and approach, firms similar project experience, relevance and results, and subcontractor selection plan.
Any inquiry should be submitted at least ten 10 calendar days before the submittal due date and time. Pursuant to section **** of the Casa Grande City Code, all protests shall be in writing and filed with the purchasing officer of the City of Casa Grande. To be considered timely, a solicitation protest must be filed within three 3 days after the protester knows or should have known the basis of the protest.
Failure to adhere to guidelines such as page limits, submission location, and deadline may result in disqualification. Direct or indirect contact to influence the selection or create bias in the selection process with any person who may play a part in the selection process is also prohibited under penalty of disqualification.
