Angelo State University (ASU) is seeking proposals for a two-year contract to foster a culture of innovation and advance the responsible adoption of Artificial Intelligence (AI) across its academic and operational environments. The selected contractor will support ASU's AI Center of Excellence (AI COE) by developing an AI ecosystem, providing strategic services for an AI and innovation roadmap, assisting with AI literacy training programs for faculty, staff, students, and the community, and connecting with professionals for curriculum development. The contractor will also help with the planning, design, and operationalization of AI labs, establish connections with industry leaders for internships and project-based learning, and assist with program evaluation and reporting. Proposals are due by May 8, 2026. Key responsibilities include providing subject matter expertise, designing and implementing program components, coordinating with ASU stakeholders, and supplying qualified personnel. The contract is for two years, beginning August 1, 2026. Mandatory requirements include proven expertise in AI-related programs, higher education partnerships, availability, and sufficient resources. Preferred qualifications include experience with large public universities, a strong portfolio of AI education initiatives, and success in fostering student-led innovation.
The deadline for submission of proposals is May 8, 2026, by 3:00 PM Central Time. The anticipated contract start date is August 1, 2026.
Angelo State University is required to follow the prompt payment act, meaning payments are due thirty (30) days after the latest of the date goods are received, the date contracted services are completed, or the date a valid invoice is received by the ASU Accounts Payable office.
The award will be based on the proposal judged to be in the best interest of ASU, considering price and the evaluation factors set forth in the RFP, aiming for the best value to ASU.
Proposers must demonstrate proven expertise in developing and delivering AI-related educational programs, training, or services, a strong track record of successful collaboration with educational institutions, availability to provide services within the required project timeline, and access to sufficient personnel and subject-matter experts.
The RFP mentions liquidated damages as a specified contract provision that entitles ASU to demand a set monetary amount determined to be a reasonable estimate of damages incurred due to the contractor's failure to meet contract requirements. It also mentions penalties for not meeting stated availability requirements in the Service Level Agreement.
