This is a public tender notice from the City of Rockford, Illinois, for the replacement and repair of the City Yards Wash Bay drain. Invoices are to be submitted to the City of Rockford Property Maintenance Supervisor for approval. Bidders must be prequalified with the State of Illinois for capital improvement projects if applicable. The City of Rockford intends to comply with the Local Government Prompt Payment Act. All invoices shall be submitted to the City of Rockford Property Maintenance Supervisor for review and approval that the work was satisfactorily completed.
The contract will be awarded to the lowest responsive and responsible bidder. The evaluation team will evaluate bids based on total bid price and the ability of the bidder to comply with specifications, using value analysis and life cycle costing where applicable.
No contract shall be awarded except to responsible firms capable of providing the specified product. Prior to contract award, firms may be required to show evidence of necessary capability, experience, facilities, equipment, and financial resources. For construction projects, bidders may need to be prequalified with the State of Illinois.
The City reserves the right to reject any bid, cancel any contract, and pursue other legal remedies for violations of laws, ordinances, rules, and regulations. Failure to comply with contract terms, including bond requirements, may result in bid rejection, retention of bid deposit as liquidated damages, or debarment for up to three years.

Firms wishing to protest bids or awards shall notify the Central Services Manager in writing within seven days after the invitation to bid opening.
