This is a Request for Proposal (RFP) for the repair of the barrel roof of Hangar 9, Building **** at Westover Air Reserve Base. The acquisition is a full and open unrestricted competition. The contractor shall furnish all labor, materials, equipment, and miscellaneous services. The contract will be a single firm fixed-price contract. The NAICS code is **** (Roofing Contractors) with a size standard of $19 million. The magnitude of construction is estimated to be between $2,000,**** and $3,000,****. Key dates and deadlines: - Site visit registration: Due by Tuesday, March 31, 2026, close of business (COB). - Site visit: Scheduled for Tuesday, April 7, 2026, at 11:30 AM EDT. - RFIs/Questions: Due by Friday, April 17, 2026, COB. - Proposal submission (RFP): Due by Tuesday, April 28, 2026, at 2:00 PM EDT. Mandatory submission requirements for proposals include: 1. **Qualification of Manufacturer:** The TPO sheet roofing system manufacturer must have a minimum of 5 years of experience manufacturing their own TPO roofing products. 2. **Qualifications of Applicator:** The roofing system applicator must be approved/authorized by the manufacturer for steep slope roof installation and have a minimum of five years of experience with that manufacturer. The contractor shall begin performance within 10 calendar days and complete it within 365 calendar days after receiving award notice to proceed. Proposals must be mailed or hand-delivered. Faxed and emailed proposals will not be accepted. The government reserves the right to cancel this solicitation. Funds are not presently available for this effort, and no award will be made until funds are available.
The contractor shall complete the work within 365 calendar days after receiving award, notice to proceed. The bid schedule section J attachment shall have the required information for clin **** as noted and the total price of the entire project.
The government shall pay the contractor the contract price as provided in this contract. Progress payments shall be made monthly as the work proceeds, or at more frequent intervals as determined by the contracting officer, on estimates of work accomplished. Final payment will be made after completion and acceptance of all work, presentation of a properly executed voucher, and presentation of release of all claims.
The contractor must pay particular attention to spec section 07 55 00 regarding warranty requirements that will need to be submitted before completion of the project. There are requirements for both roof membrane manufacturer warranty and roofing system installer warranty.
Award will be made to the responsible offeror whose proposal represents the best value from the selection of technically acceptable proposals with the lowest evaluated price.
