The Bureau of Reclamation requires the replacement of penstock flowmeters at the Upper and Lower Molina Power Plants. The modernization involves upgrading the electronic receiver and signal panels while retaining the existing flow sensors. The manufacturer must provide a complete flowmeter system upgrade for measurement in two separate penstocks. The flowmeters must measure flow in each penstock and display and output flowrate using the acoustic transittime method. The new flowmeter consoles must be the Accusonic model ****, or equal. The manufacturer must provide a one-year factory warranty. The contractor must provide a Modbus map of the data registers, a list of standard recurring maintenance requirements, and estimated delivery after award. All data, documents, manuals, instructions, test plans, drawings, designs, sketches, software on CD, software licenses, and pertinent information for all flowmeter processing units must be provided as part of the final data package. Within three days of acceptance of installation, the contractor must provide at least two hard copies of the flowmeter owner's manual and any other maintenance documentation. A soft copy of all documentation provided shall be provided, in PDF format, on a CD.

The tender requires the purchase, installation, and calibration of new water flow meters and ultrasonic sensors for three generators penstocks and two hollow jet valves pipes at the Falcon Power Plant in Starr County, Texas. The contractor is responsible for all personnel, equipment, supplies, and other items necessary for the work, except for government-furnished property and services. The work must be completed within 240 calendar days of contract award. A site visit is highly recommended, but not mandatory. The contractor must submit a list of best market available water flow meters with flow ultrasonic sensors, a quote including specifications for the equipment, and a display to monitor the new meters data. The contractor must also provide a preventive maintenance program and testing/troubleshooting procedure for the new equipment, and employee training for annual testing and calibration. The contractor must comply with all applicable safety guidelines, codes, and regulations. The contractor must submit a job safety analysis (JSA) form and conduct a safety meeting with all personnel involved in the project. The contractor is responsible for cleanup and disposal of waste materials. The contractor must provide training to power plant personnel at project completion. The contractor must provide warranties on items for at least one year. The government will award the contract to the lowest price technically acceptable responsible offeror.
