This is a pre-solicitation notice for a Request for Quote (RFQ) from the Bureau of Reclamation, Missouri Basin Region, for watercraft and trailers. This is a contract for providing vessel custodial and marine services for the Hawaii Department of Transportation. The contractor must commence tasks within 24 hours (4 hours in emergencies) of notification. Services include towing, inspection, inventory, patching, pumping, mooring, maintenance, and warning signs. The contractor must have at least two years of experience in marine salvage, surveying, or vessel custodial services. The contract is for 12 months, potentially extendable for one year periods, but total funds cannot exceed $100,**** in any calendar year. Payment is based on hourly rates for custodial services, prorated if necessary. The State will provide access to the vessel at its original berth and designated mooring berth, if different. Electrical power will be available at the designated mooring berth when possible. The contractor is responsible for maintaining cleanliness of the pier area and securing the vessel to prevent damage. The contractor is responsible for providing emergency power if electrical power is lost. The contractor is not responsible for mooring fees and electrical charges for the vessel. The contractor must meet all access requirements for HDOT facilities, including possessing a valid Transportation Worker Identification Credential. The contractor shall coordinate the work to minimize interference with port operations. The contractor shall be reimbursed at cost plus ten percent for any materials or supplies purchased to execute work under this contract. The contractor shall provide the project manager a quote for approval before purchasing. At the end of the contract, any excess materials and supplies shall be transferred to HDOT.
