Default by the bidder may result in procurement from other sources at the bidder's expense. Failure to deliver as guaranteed may disqualify the bidder from future bidding. Prices must be firm, and bids qualified by escalator clauses may not be considered. Partial payments may be made for delivered items, except for lump sum bids. Failure to comply with instructions and general conditions will disqualify the bidder. The city is not responsible for any item until delivered and accepted.
