Bids that are incomplete, conditional, obscure, or do not conform to requirements may be rejected. Bids with erasures, alterations, or irregularities, or those containing abnormally high or low prices may also be rejected. More than one bid from the same bidder will not be considered, and bids potentially affected by collusion will be rejected.
